Overall theme and context

The question of financing sustainable urban transformation has become a major factor in achieving the objectives set by international agreements and policy agendas. The issue is particularly acute in Africa, where cities will have to accommodate almost 900 million new residents by 2050. However, African local authorities face systemic difficulties in dealing with the challenges of local financing, both in terms of budget planning and project evaluation, and in terms of mobilising internal and external resources to provide services and infrastructure.

In addition to the “Financial Strategies for Local Authorities” training course, the Campus AFD has teamed up with the Global Fund for Cities Development (FMDV) to organise a series of webinars and videos on the theme of “Financing the Sustainable City of Tomorrow”. These resources have been collected together and are accessible via a mini MOOC (massive open online course).

This programme aims to provide both current participants and former participants in the “Financial Strategies for Local Authorities” course, and more generally, all the partners involved with the AFD Group and the Global Fund for Cities Development, with insights from experts and on-the-ground operators about inspiring experiences and solutions.

Learning objectives

  • To provide an overview of financing strategies available for sustainable development projects.
  • To offer insights from experts and share experiences from the field.
  • To link the challenges of urban transitions and the financial strategies of local governments.

Teaching and activities

This two-hour mini MOOC is held in French and addresses the entire public finance cycle. It offers insights from experts and operators on inspiring experiences and solutions that aim to connect the challenges of urban transitions and the financial strategies of local authorities.

Registration details

This MOOC is divided into four half-hour modules. It is available all year round.

Target audience

Local elected representatives, public- and private-sector managers in regional planning and development, urban planners, teachers, researchers, students from French-speaking Africa and French overseas territories, and AFD staff.
